These settings are on the Startup page. Restart the server after changing any of them.

Max Players is set by your plan. To get more slots, see Upgrading or changing your plan.
For anything not listed, edit ShooterGame/Saved/Config/WindowsServer/GameUserSettings.ini and Game.ini in the file manager while the server is stopped.
