Start the server. The first start downloads Arma Reforger.
In Arma Reforger, open Multiplayer and search for your Server Name, or use Direct Join with your IP:port.
PC, Xbox and PS5 players can join when Cross Platform is enabled on the Startup page (default: on). Console players cannot use mods that are PC-only.

Set the server name, join password (SERVER_PASS), max players, region and visibility on the Startup page.
